The Rocketfuel work comes to mind, specifically their 2002 SigComm paper. The data is there to download, too. See http://www.cs.washington.edu/research/networking/rocketfuel .

Also see /share/data/rocketfuel on Ops for a copy of the data, and some little scripts we once used to transform the ISP data for our purposes. More details in the README.txt file there.

Note one point to be wary of: Rocketfuel often uses incomplete data, and several of the graphs are not fully connected. Therefore, when using a Rocketfuel topology, be sure to check for connectivity, and if it isn't fully connected, possibly just use the largest partition.
